Elevator stuck/Help Please
 

Yestarday after doing the walk around preflight, I got in the plane, crank the engines and started taxing. As I taxi, I always check flight controls several times. Well I did the rodders they worked fine, did flaps thay worked fine, when I tried the elevator for travel the thing got stuck and took cosiderable force to loose it. after returning to the ramp, we found out that there is a rod inside the right rodder casing that moves up and down when you move the elavator and it was rubbing on the structure to the point that it cause a small crack and wore down a ribbet on the rood. What can cause this?

Any help is apreciated I will take pictures today and post
