Maintenance Paperwork; inop cowl flaps

Hello everyone. If anyone has a suggestion or solution for this problem, I will be grateful. The 337 I have owned for a couple of years had the rear cowl flaps wired half open and the inoperative cowl flap motor removed. The IA doing the annual currently sees no logbook entries referencing it. Other than buying a cowl flap motor or the manual cable mod -STC, has anyone ever had a logbook entry or a form 337 done which covered this situation. I suggested that a logbook entry "removed for repair," would cover the A&P/AI until I got a permanent solution to it. He isn't warm to that idea so far. My understanding is that many, many Skymasters have been done this way in the past, but unfortunately I haven't yet located anyone with first-hand knowledge of what the acceptable logbook entry would be. Thanks for helping out. Dave Riley 6216F

A log entry removed for repair is only applicable to an ELT, because is covered in the FAR's. (91.207)

In this instance, he cannot sign it off as airworthy, unless you have a minimum equipment list approved for your tail number, and specifically lists the inop motor. Basically, it it is installed, it must be operating in accordance with its installation.

FAR 91.213 covers this subject.

If the engine starts to overheat, and the cowl flaps are wired to the half open, how are you going to get the additional cooling required?
