Alaska spec 337s?

Roaming through the 74 parts manual I noticed special placards for Alaska aircraft. Anyone know the story on these?

I once heard a rumor
that Alaska aircraft were automatically granted a 10% or more increase in gross weight.

The rationale being it was always so cold.

The reality being the FAA couldn't stop people in Alaska from doing what they did anyways.
