Pretty common to see oil there in that position. It normally comes from the breather line on the rear engine. If you haven't ever seen this not sure why it is showing all of a sudden.

There is a rubber seal that seals the storm weather door. Might be that or maybe it’s not even there. It could be the frame also as it should be sealed to the window on the exterior side.
