I haven't read the attachment but at the meetings in Wichita with Cessna they were talking about the rule that says you can maintain your aircraft by the service manual that was printed when the aircraft was manufactured. We as owners of 40+ year old aircraft live this rule everyday. With the new proposed SIDs on the Skymaster on the horizon, these inspection documents will be rolled into a new service manual for the Skymaster. The rule still applies that we can maintain our aircraft by the original service manual (as part 91 category) but with turbine aircraft Cessna indicated that they would no longer be grandfathered in this rule. That all used turbine aircraft sold would have to meet the newest and most current requirements per the manufacturer or service manual. Again I haven't read this attachment but I am speculating that this is at least one of the concerns.
