It's got whatever it had when I bought it (it's a '73). There is a small hole on the circular plate surrounding the cap which connects to a line which drains water out below the wing. A ridge on this circular plate inboard of the hole (i.e., between the hole and the cap) keeps water away from the cap, because it drains out the hole first. Of course, if the drain is blocked or the rain is so strong that it overwhelms the flow out the small hole, then water can get to the cap and only the rubber on the cap keeps the water out.

In Miami, despite torrential rains and with my airplane not hangared, it seems to work well. On rare occasions there is a little water.
