Ed,

You are looking at the thermostat, not the heater. These get damaged because of routine carelessness by the shops in a hurry to remove the fairing... those who are running against the clock with no concern to the quality of work they perform. This kind of poor quality of work is also identified by the cracks that usually appear at the trailing edge of the strut cuff to fuselage, when shops sometimes leave the bottom screw out closest to the fuselage -- I guess because they don't have a 'shorty' screwdriver handy -- anyway, that sets up vibration and then the crack occurs.

Anyway, here's a picture of the heater from someone else's P337, I believe it to be a 1973 model.
