Not a bad price if it is new, i've paid more than that to just weld mine.

My understanding is that an A&P can inspect an as-removed part and, if he deems it serviceable, install it on the aircraft. Maybe others can jump in here if they feel differently.

removed parts

it also depends on if your going to use it for a part 91 or 135 aircraft. I'm not saying there is anything wrong with what earnie said but if you "shortcut" the accquision process it can make it difficult for an aircraft to pass a conformity check. I'm not an A&P but for 91 I think what earnie says is probably ok

FROM THE SELLER:

No yellow tag since it is new (not overhauled) and it was purchased from Cessna prior to the implementation of the 8130-3. Been sitting on a shelf since. It will fit the normally aspirated 337's. It is in perfect condition. Satisfaction guaranteed. Thanks for the inquiry.

For what it's worth, my experience with mufflers has been that so-called "overhaul shops" will essentially build you a new one for a price far less than one from Cessna when you send them the old one. Regardless of the condition of the old one, even if it's in pieces, nothing but junk. Essentially, they use one or two good parts of the old ones -- like the clamps! -- and build a new one around those parts. They call it "a repair". Yeah, like they replaced 99% of the item. But it's worked for me.

Next time you need a muffler, call some of the muffler/exhaust shops with display ads in Trade-A-Plane. Tell them what you've got and what you need. You might be pleasantly surprised.
