Big Al, would you please list some examples of federal airports versus state airports? While I have flown around the Gulf side of Mexico and am familiar with several airports from Matamoros south, most of my flying is in the Yucatan and there you can only buy avgas at about 4 airports, all of which charge the tax. So far my Skymaster isn't on any of their lists so they take my word for the length of the wingspan and I'm always a little vague. One of these days they'll figure out that I should pay more than $100! (that's pesos, not dollars)
