From the forward on the first page of the draft:
"This AC does not include specific approvals for installations. It provides guidelines to follow when collecting information for FAA approval". Then it continues on Para 1(b): "Based on the work done, the Aviation Safety Inspector(ASI) makes the final determination for any approvals."
