Can't say from the pictures but if it's not chipping away or poking through easily then it can probably be treated. Definitely have a trusted IA examine in person and make that determination in any case.

I say superficial
I'm not an AI, but it looks ugly but superficial to me.
My limited knowledge comes from owning 84 alfa spider that I had restored, and a boat. Thing to do would be to have someone knowledgeable treat it. My guess, blast it with soft something: Bead, glass, walnut, and other odd things used by experts. Clean / expose it and see what's there. Then seal/treat. Those areas also don't appear to be heavily loaded structural items.
