Also, if you can't find a designee to do the exam, then you can ask for an actual FAA examiner to give you the ride. I was a very early R22 (helicopter) student, and there was no R22 qualified designee in Oregon, so I got my checkride from an FAA employee.

The FAA has an obligation to provide you with a method for taking your checkride, either through a designee or with their own examiner.
