when to do G.U.M.P.S

Hi guys I would like to find out from as many of you when you recommend the GUMPS is stated?
The reason for my question is my instructure tells me to start the gumps but wont let me adjust the mixure to reach, and the props forward untill we are on base leg
any sugestion?
