Advisory Circular Focuses On Maintaining 'vintage' Aircraft

Any Lawn Chair Lawyers out there who may want to take a crack at a hypothetical.

For example, If someone on our board finds a regular electric motor that would substitute for a cowl flap motor, can we as individuals buy it from the manufacturer and install it without a PMA, just a notation in our logbooks?

From the forward on the first page of the draft:

"This AC does not include specific approvals for installations. It provides guidelines to follow when collecting information for FAA approval".

Then it continues on Para 1(b):

"Based on the work done, the Aviation Safety Inspector(ASI) makes the final determination for any approvals."

At my last IA refesher course, the FAA guy said an aircraft owner is allowed to make his own parts because of a little known provision of FAR 21.303 para. a and b(2). The only stipulation is that the owner must make a log book entry stating the part meets the standards of an FAA/PMA approved part.

So have fun with that one.
