Top of rudders

Hello ALL,
My 65 c337 has re-skinned rudders BUT the skin was either trimmed or the mechanic might have riveted the top cap (rib) too high. There is NO flange above the cap(rib) to attach the counter weights!! Any thoughts?? I could send pictures if needed.
