In short: The report is # TP7244 I looked it up
on Transport Canadas Web site. They do not post it.You get a copy if you are an owner. It was reported by the Service Difficulty Reporting Program. They mention that Cessna's Pilots Assoc. has put out an artical on it. They also mention FAA AC43.13-1B which says cable lubrication can delay the wearing condition.
I do not know how they came up with this conclusion.
I can fax you a copy if you wish

I can vouch for the validity of this inspection.

Search this message board for "flap cable". The 6th hit is the ACS Flap Cable thread. It discusses the flap cable failure problem, and the Australian failure on short final that could have been serious.

Transport Canada brought this to our attention about 3 years ago. I checked the cables on the skymaster I was looking after and both cables were frayed. One was over 50% frayed. The only way you can tell is to remove them from the bellcrank. Airframe time on this skymaster was about 5000 hrs.
