Use upper fascia panels to light lower switch panel....done!
Years back I had Pflueger make up some nice custom panels, when my wife went 'Oooo' as I ran across them online.
"Ooooo" from one's wife is not an interrogatory or descriptive phrase, it is a command. It is subtle, but a command nonetheless. I am not sure if it cvan be called a 'suggestion.' Like the USMC, we do what we have to do. What I had Pflueger do is plant lamps/leds near the bottom of the fascia panels, that illuminate downward over all the switches. Presto. Wonderful lighting of all that lower stuff, without fighting with the electroluminescent panels at all. Wood pseudo trim fascia panels can be seen in the attached.
